故事发生在光绪二十四年间，皇帝被囚，朝廷上下一片混乱。孟小山（张卫健 饰）是一个名不见经传的刽子手，一次偶然中，他结识了名叫柳青青（江淑娜 饰）的女子。大太监李莲英（沈孟生 饰）心怀鬼胎，不巧被孟小山和柳青青撞破，心虚的他遂收两人为心腹，并将他们强装打扮成太监，送入宫内。 在那里，孟小山遇见了活泼开朗桀骜不驯的多罗格格（张庭 饰），两人不打不相识，随着时间的推移，多罗格格渐渐被孟小山的率真所吸引，芳心暗许。那边厢，柳青青暗恋曾经的救命恩人唐啸天（翁家明 饰）已久，得知唐啸天准备却解救身陷囹圄的皇帝，便拉上了孟小山上了“贼船”。。A pilots pregnant wife is killed by a band of thugs who break into their home.
