上海华界和法租界同时发生两起命案，两个看似完全没有交集的死者，却似乎为同一名凶手所害。由于不方便查收华界命案，老虎探长钟朗（吕良伟 饰）在和康华生（徐亮 饰） 犯罪学专家洪小雅（马灿灿 饰）、于胜男（李若斯 饰）、洪小雅（马灿灿 饰）商量后，决定从法租界的死者——退休的巡捕房捕头老薛头入手查起。从遗孀口中，他们得知老薛头死前一直在调查一家多年前毁于大伙的东亚书院。该书院是1900年有日本人创立旨在收养孤儿的慈善机构，但在九一八事变期间秘密迁回日本，而这条线索也勾起钟朗童年的记忆。 极不平常的凶杀案，揭开了一个野心帝国的险恶阴谋……。The movie starts with the Sazer-X playing basketball.
