1950年代，全国各地掀起社会主义建设高潮。刚毕业的见习技术员尚越发现五工区常出现窝工现象，他主观认为之所以这样，是因为工人们不懂施工机械原理，对设备不熟悉所致。于是便写了一份缺乏调查研究的报告给了主任牟青。牟看后，在一次会议上批评了尚的脱离实际的做法，尚很想不通。后在工段领导的教育开导下，认识了盲目主观的错误。已提升为副工段长的尚与工段长白福技术上产生分歧，白认为自己经验丰富，干过很多大的工程，倚老卖老，并不把尚的建议放在心上。由于工作上的矛盾加上爱情受挫，尚一时情绪低落影响了本职工作，后在领导和工人的批评帮助下，他转变了……。Larry Talbot chips Frankenstein's monster out of a block of ice.
